When it comes to the Batman Arkham series and trilogy, Arkham City is the only title to feature the character of Hugo Strange. In the title he is regarded as the main antagonist.
He is first seen in the very first opening cinematic, when he has successfully managed to capture Bruce Wayne. He then begins to interrogate him. Knowing his true identity. He threatens him to not get in his way of the new plan that he has created. A plan known as Protocol 10.
Protocol 10 is the main talking point when it comes to the main story of Batman Arkham City. It is also one that Hugo, himself, likes to occasionally remind us about. His goal was to completely wipe out all criminals that had been captured and locked up within the city. He would do this by raining a barrage of missile down upon everyone.
If any of these criminals tried to escape the city they would also be punished. So, in a sense, Arkham City is very much a prison within itself. One that is controlled by Hugo and his TYGER unit. Which is a unit that is comprised of military personnel.
Protocol 10 was only the first stage of his plan. If he was able to he wanted to extend this plan to include not only Arkham City but the entire world.

WHO VOICES HUGO STRANGE? (ARKHAM CITY)
In Batman Arkham City the character of Hugo Strange is voiced by Corey Burton. Who is actually an American voice actor with Asperger’s Syndrome, which is a form of autism.
Corey is also known for having voiced many other iconic characters from a wide range of different media. Such as; Dooku in Star Wars: Tales of the Jedi, both Yen Sid and Ansem the Wise in Kingdom Hearts III. As well as several characters in Crash Team Racing Nitro-Fueled.
